Chief Compliance Officer

Position: Chief Compliance Officer

Location: New York City Metro Area

 

Reporting to the President and CEO of Project Renewal, with a direct line to the Board of Trustees, and working collaboratively with the senior management team, the Chief Compliance Officer [CCO] oversees the Corporate Compliance Program for Project Renewal. One staff position reports to this role.

 

Essential Duties and Responsibilities:

The Chief Compliance Officer designs and manages the compliance program for the organization. This includes but is not limited to the following activities:

 

Compliance strategy

·       Develops an annual corporate compliance workplan that addresses policies and procedures, regulatory compliance across all programs and services, independent audits/reviews, and enterprise risk management.

·       Develops, initiates, maintains, and revises policies and procedures for the Corporate Compliance Program and its related activities to prevent illegal, unethical, or improper conduct.

·       Works with the Human Resources Department and others as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers.

·       Stays abreast of regulatory requirements from all Federal, NY State, and NYC funders and regulatory agencies, including but not limited to HRSA, HUD, OTDA, OMH, OMIG, DHS, DOHMH, HPD, and HRA.

·       Assists the Chief Medical Officer and Vice Presidents of Programs and other senior managers with revisions to the Corporate Compliance Plan(s) focusing on their individual area of responsibility.

·       Institutes and maintains an effective compliance communication program for the organization, including promoting (a) use of the Compliance Hotline; (b) heightened awareness of Standards of Conduct; and (c) understanding of new and existing compliance issues and related policies and procedures.

 

Corporate compliance oversight

·       Maintains central registry and repository of policies and procedures across the organization, and attestations to ensure staff have read and accepted those relevant to their area of responsibility.

·       Monitors external program audits and provides oversight to ensure prompt response, corrective action plans where indicated, maintaining records, and summarizing key findings for senior management and the Board.

·       Acts as an independent review and evaluation body to ensure that compliance issues/concerns within the organization are being appropriately brought forward, evaluated, investigated, and resolved.

·       Develops and implements corrective action plans for resolution of compliance issues and provides general guidance on how to avoid or deal with similar situations in the future.

·       Ensures proper reporting of compliance violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.

·       Leads the Justice Center incident management process and conducts investigations when indicated.

 

Governance and Board support

·       Serves as the senior staff support for the Corporate Compliance and Quality Committee of the Board and the full Board of Trustees, providing regular reports and responding to requests.

·       Negotiates with other stakeholders about appropriate levels of risk.

 

Physical Activities:

Job duties require the physical activities as described, subject to any necessary and reasonable accommodations due to disability. While performing the duties of the position, the CCO is regularly required to walk the floors of the facility, go up and down staircases, to stand frequently; to sit for extended periods of time using office equipment such as computers, telephones and other machines or devices, bend, stretch or carry a moderate weight.

 

Qualifications:

·       Bachelor's degree required (Experience in the field equivalent to a bachelor’s degree). A Master’s degree is preferred.

·       A minimum of 5 years’ experience in a healthcare organization preferably FQHC/ Article 28 Diagnostic and Treatment Centers, to include demonstrated leadership, including direct Board accountability.

·       CPCO certification required

 

Preferred Skills:

  • Familiarity with operational and financial procedures and regulations.

  • Familiarity with regulatory, technological, and business process trends in community healthcare and social services, as well as effective internal control procedures.

  • Ability to actively plan and execute programmatic audit assignments, including documentation of audit approach and findings.

  • Ability to recommend means of obtaining and analyzing transactional data, as well as evaluate the accuracy of operational transactions in accordance with company procedures and contracts.

  • Ability to work independently and remain self-motivated with minimal direct supervision, while building strong relationships with other departments based on trust, respect, and mutual accountability.

  • Ability to interview individuals associated with compliance subject matter, as well as communicate findings to management.

  • Ability to work with large amounts of detailed data and translate data into meaningful information

  • Ability to adapt to cyclical workload, including extended work hours during peak reporting times

  • Ability to communicate effectively both orally and in writing, and to interface with clients and staff at all levels of the organization.

  • Ability to listen attentively and insightfully to staff and clients.

  • Ability to problem solve and negotiate differences where appropriate.

  • Ability to form relationships of trust with senior executives and Board members.

  • Strong computer skills including an ability to use email, spreadsheets, data bases, word processing and other programs as necessary. Familiarity with ConvergePoint a plus.
